Local spotlight page added and page background changed

The Local Spotlight page has now been added and this week's band is Avanti from Cincinnati, OH. Good group of people there. Click the "Local Spotlight" tab at the top of the page to check it out! Also, if y'all noticed, I changed the background to make the text easier to read. The other background was pretty cool, but it was hard to make out what anything said, so it has since been changed.
